Meet Our Team
Teri Weber
Director of Large Group Employee Benefits
Teri Weber is the Director of Large Group Employee Benefits, Northeast, where she leads Alera Group’s Boston office(s). With over 20 years of experience in health and welfare strategy, plan design, pricing, and implementation, Teri partners with employers to develop benefit programs that balance cost efficiency with employee needs. She also brings deep expertise in absence management, including disability, family medical leave, and leave of absence programs, helping organizations streamline processes and improve outcomes for both employers and employees.
Throughout her career, Teri has worked with a wide range of employers and vendors to align strategy, simplify administration, and drive measurable results.
Before joining Alera Group, she held consulting roles with Watson Wyatt, Buck Consultants, and Aon Consulting. Teri holds a BS from the University of Connecticut and an MBA from the University of Massachusetts. She is a licensed broker, holds ACI and PMP certifications, and currently serves on the Executive Board of DMEC and is an Emeritus Board Member of the New England Employee Benefits Council (NEEBC).
Liz Euglow
VP, Large Group Employee Benefits Northeast
Liz serves as the people leader for the Boston Large Group Employee Benefits Northeast team, where her focus is on cultivating the team, harnessing talent, and enhancing the client experience.
She began her journey with the team as a Senior Consultant in 2018, where she helped clients build and grow their total wellbeing and engagement strategies. Recognizing the need to scale these efforts, she quickly grew her approach into a department to extend these wellbeing strategies to all interested clients. Now, as a member of the Boston office leadership team, her role has evolved to center on the strategic development of her team and the overall service model.
With a Diversity and Inclusion certificate from Cornell University, a bachelor’s degree in Kinesiology, and a decade of experience spearheading client wellbeing strategies, Liz is highly experienced in health management, culture, and total wellbeing. This extensive background, which began at Special Olympics Massachusetts and continued with a focus on corporate wellness at Marsh McLennan Agency, has prepared her to align her team's strategies with the core business values of their clients.

Senior Partner
Kathryn Tolan was a Founding Partner of Boston Benefit Partners and is credited with developing the methodical processes and systems that distinguished the firm for 25 years. Kathryn is a Senior Partner at Alera Group and is focused on strategic benefits consulting for large organizations. She works with each client to develop programs that carefully balance employer objectives with employee needs while meeting human resources and financial goals.
Kathryn has successfully completed a wide variety of complex projects in the public, non-profit, and private sectors, and is recognized as a technical expert in compliance. She has an undergraduate degree from the University of Massachusetts Amherst and is a member of both the International Foundation of Employee Benefit Plans (IFEBP) and the New England Employee Benefits Council (NEEBC).

Senior Partner
Robyn is a lifelong learner with a passion for health policy and politics. She has a PHD in Public Affairs and a Master of Public Administration with a Health Policy specialization from Northeastern University. She uses this education and training to the benefit of all clients and her students at the Massachusetts College of Pharmacy and Health Sciences (MCPHS), where she serves as an adjunct faculty member.
Prior to joining our team in 2009, she worked at Delta Dental of Massachusetts. From 1999-2002, Robyn served as the Assistant Director of Budget for the Group Insurance Commission (GIC), the organization responsible for the procurement and management of the benefit programs for the state’s 140,000 employees and retirees.
Robyn is a Registered Dental Hygienist (RDH) and served as the Assistant Dean of the Forsyth School for Dental Hygienists early in her career. She brings her vast knowledge in the oral health arena and her consensus building skills to her clients and to the coalitions in which she participates. She currently serves as a board member on the Oral Health Advocacy Task Force (OHAT) and as the Vice-Chair of the Better Oral Health for Massachusetts Coalition (BOHMAC).

Legal Alert: Enforcement of the HIPAA Reproductive Health Care Privacy Rule Vacated Nationwide
On June 18, 2025, a federal district court in Texas vacated a significant portion of the HIPAA Privacy Rule to Support Reproductive Health Care Privacy (“Final Rule”), which was implemented on April 24, 2024, on a nationwide basis. The Final Rule, which was implemented in response to the U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization (effectively overturning Roe v. Wade), was intended to protect the ability of individuals to receive reproductive health care when the care is provided lawfully under the circumstances without risk of an individual’s identity or health information being disclosed for purposes of state criminal, civil or administrative investigations (or for imposing liability related to lawfully providing or obtaining reproductive healthcare).
