Meet Our Team
Debbie Alisero
Accounting ManagerDebbie Alisero is originally from Long Island, New York, and relocated to Henderson, Nevada, in 1993. She started with Harley Harmon Insurance Group in 2010. Harley Harmon Insurance merged with GLB Insurance, an Alera Group Company. She handles the accounting for the Agency. She enjoys weekend activities with family and cooking Sunday dinner for family and friends.
Frederic Apcar
Financial ExecFrederic Apcar II is a native of Las Vegas, Nevada and has a very well-known and highly respected reputation for multiple aptitudes. He is currently the President of the U.S Adult Soccer Association of Nevada, as well as the Treasurer for both U.S Youth Soccer Association of Nevada and The After-School All-Stars Program. Primarily, Frederic owns a very successful tax law consulting firm, where his clients and experience range from dealing with international tax law matters to Vegas’ own prominent Downtown Project. He has acquired many successful and key relationships that additionally led him to the firm.
Frederic is a humanitarian, strong local contributor to our city’s great causes and an entrepreneur to the maximum extent. He is a father of two young boys and works extremely hard to be a strong example for his family, his friends and anyone who knows him.
Mary Arbelaez
Vice President of the Commercial Small Business and Personal Lines DivisionsMary Arbelaez is Vice President of the Commercial Small Business and Personal Lines Divisions. She has been with the firm since 1980 and has over 30 years experience. Licensed in Property and Casualty & Life and Health, Mary specializes in Commercial risks that include Commercial Real Estate, Restaurants, Retail, Service and Manufacturing as well as all aspects of Personal Lines coverage’s. Her knowledge and experience provides expertise not only in assessment of insurance needs but also in negotiating competitive insurance programs with Regional and National Insurance Companies.
Kelle Bailey
Account ExecutiveKelle Bailey joined GLB Insurance, an Alera Group company, in May 2020. Her journey in the insurance industry began back in 1993, working for a small Farmers insurance agency. In 1995, she jumped at the chance to join the Leavitt Group, where she worked for over 28 years. She has worked in personal lines, accounting, and claims departments but is the happiest working on commercial lines accounts.
Kelle’s duties include managing policy records, marketing accounts for both new and renewal businesses, and preparing formal proposals for the clients. She works side by side with Agents and Company Underwriters to find the most competitive pricing for her insureds. She provides professional and personalized service to her clients by helping them navigate the changing landscape of the insurance market.
She moved to Las Vegas from Southern California in 1979. She has one daughter who is married and lives in Henderson. Her hobbies include watching all forms of racing, reading, making gifts, and being around her family and friends.

Don’t Forget About Your Gag Clause Attestations
When the Consolidated Appropriations Act, 2021 (CAA) was enacted on December 27, 2020, it included a provision that prohibits group health plans and health insurance carriers from entering into certain agreements that, either directly or indirectly, restrict the release of certain information related to provider networks and de-identified encounter data, among other things. Such restrictions are commonly referred to as “gag clauses.” The CAA also requires plans and carriers to attest annually that their agreements do not include such impermissible gag clauses.
