Meet Our Team
Michael Tatum, CIC, CRM
Team Lead, Risk Consultant
Michael Tatum is a Risk Consultant at Heritage Risk Management. He also serves as the Chairman of the Board of Directors for Heritage Risk Management. Upon graduation from Texas Tech University in 2006 with a degree in Economics, Michael Tatum joined Sanford & Tatum where he accepted the position of risk manager. Since that time, he has acquired his Certified Insurance Counselor and Certified Risk Manager designations. Not only has Michael obtained his Property and Casualty License, he is also licensed in Surplus Lines and Life & Health Insurance. In his pursuit of professional knowledge, Michael also attended the prestigious National Alliance’s Producer School when, upon completion, he accepted the position of Account Executive. Though Michael’s primary focus has been in the medical industry, including medical malpractice, he is well-versed in all aspects of business insurance.
Michael served as President of the Independent Insurance Agents of Lubbock from 2012 to 2013. He is a graduate of Leadership Lubbock, and a Member of Young Professionals of Lubbock. Michael was a 2013 recipient of the Lubbock Chamber of Commerce Young Professional Twenty Under Forty Award. Michael is currently serving as Chair of the Insurance Division and is a member of the United Way Golf Tournament.

Team Lead, Benefits Consultant
Rhonda Thomack is a Group Benefit Consultant at Heritage Risk Management. Rhonda began her career in the insurance industry when she joined Sanford & Tatum in 1984 as a Personal Lines Insurance Customer Service Representative. She received her Accredited Customer Service Representative designation (ACSR) for Personal Lines in 1990. In January 1994, Rhonda was promoted to Personal Lines Producer. With a desire for professional growth, she extended her knowledge into Commercial Lines small business insurance while continuing sales in Personal Lines. In 1997, Rhonda received her ACSR accreditation in Commercial Lines. She then received the designation of Certified Insurance Counselor in 2003.
Due to her expertise, Rhonda was promoted to Employee Benefits Producer in 1997. In recognition of her dedication and excellent service to Sanford & Tatum, she was promoted to Vice President in December 2004.
Rhonda has served, in several capacities, on the board of the Lubbock Area Association of Health Underwriters. She has volunteered with Meals on Wheels since 2000, the American Diabetes Association, and charity golf tournaments for various causes.
Whether the business is large or small, Rhonda has the resources to access several major insurance companies that specialize in employee products, including major medical, life, dental and disability coverage.

Risk Consultant
Born and raised in Amarillo, Jason Burr works with local families to protect their homes and cars from catastrophes. He got his start in the insurance business in 2006 and has been a member of the Independent Insurance Agents of Texas since 2007. In 2009, Jason became the Dave Ramsey Endorsed Local Provider for home and auto insurance. He describes himself as a socially outgoing people person—and a teacher at heart. “I like being able to explain a homeowners and auto policy to a customer and showing them where we can improve coverages while reducing costs,” he explains. Outside of the office, Jason is a member and Past President of Southwest Ambucs and has been a member of the Amarillo Chamber of Commerce Business Council since 2013.

Risk Consultant
Kimberly primarily focuses on general commercial insurance, agricultural business and employee benefits. She actively serves on the Liberty Mutual Insurance Advisory Council and the Texas Mutual Insurance Advisory Council. A Dalhart native who attended Bryn Mawr College and the University of Texas, Kimberly is currently the Secretary of the Amarillo Symphony Orchestra Board of Directors, a sustaining member of the Junior League of Amarillo, and a graduate of Leadership Texas, she has served in the past with the Amarillo Museum of Art, the American Cancer Society, and the Texas State Board of Public Accountancy (appointed by then-Governor George W. Bush). “I engage with some very fascinating people,” Kimberly says, “not only on the client side, but also with those I meet on the insurance carrier side.”

Legal Alert: Enforcement of the HIPAA Reproductive Health Care Privacy Rule Vacated Nationwide
On June 18, 2025, a federal district court in Texas vacated a significant portion of the HIPAA Privacy Rule to Support Reproductive Health Care Privacy (“Final Rule”), which was implemented on April 24, 2024, on a nationwide basis. The Final Rule, which was implemented in response to the U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization (effectively overturning Roe v. Wade), was intended to protect the ability of individuals to receive reproductive health care when the care is provided lawfully under the circumstances without risk of an individual’s identity or health information being disclosed for purposes of state criminal, civil or administrative investigations (or for imposing liability related to lawfully providing or obtaining reproductive healthcare).
