About Us
As one of the oldest agencies in Texas, we have been advising on risk and providing insurance and bonding solutions for over a century. Throughout our history, quite a lot has changed. What hasn't changed is the philosophy that our greatest asset is our employees. The average years of service for our personnel is over 15 years with some being with the agency for nearly 40 years. While we've seen many of our peer agencies sell to larger organizations, we have stayed the course of being 100% locally owned to provide you with the accessibility and service of a truly independent insurance agency. We've certainly come along way since 1883 and we owe much of our success to the steadfast relationships we have with our employees, clients, and carrier partners.
We have offices in San Angelo and San Antonio, Texas and are licensed in over 30 states to serve the needs of our clients whose business takes them far away from home or has a business far away from our home. Our resources allow us to advise clients on many issues including, but not limited to, Workers Compensation Statutes, license and permit requirements, Statute of Repose for construction contracts, and labor environment inside and outside of Texas.
Meet Our Team
Carol Watkins
Personal Lines Manager
Carol graduated from Sweetwater High School and moved to San Angelo. She began her insurance career with Holt-Hemphill in 1982. In 2002 Trimble-Batjer bought the Holt-Hemphill agency and she began working for them. Carol is very involved with St Luke United Methodist Church as the chair of the Administrative Board, has been a 4th and 5th grade Sunday School teacher, volunteers with the Youth program, and is a Lay Delegate to Annual Conference.
Carol married Grady Watkins in July 2017 and gained 6 children and 12 grandchildren. They began their small trucking business, GECJ Inc. She also volunteers her time with the American Cancer Society, the American Cancer Society Cancer Action Network, the Concho Country Emmaus Community and at the Daily Bread Soup Kitchen. Carol also serves as the Secretary on the 1st Community Federal Credit Union Board of Directors.
Most of Carol’s spare time is spent volunteering. She enjoys time with her husband, children, grandchildren and their 3 rescued fur babies, Ellie Mae, Nylah, and Dexter.
Laurie Leggett
Account Manager
Laurie grew up in Franklin, TX and graduated in 1999. She attended Texas A&M University where she received a degree in Agricultural Development. Laurie met her husband, Brandon Leggett (who was scheduled to deploy to Iraq) her last year in college and they got married when he came home from his deployment.
Laurie and Brandon have been through 5 deployments together and lived in many different places: Fort Rucker, Alabama; O’ahu, Hawaii; North Pole, Alaska; Fort Huachuca, Arizona; Gatesville, Texas; and now Eola, Texas where they recently built their forever home and plan to stay put. They have 2 sweet daughters, Madison and Maci, who attend school in Wall, Texas.
Laurie worked for two different insurance agents while they were stationed in Alaska. She most recently started with Trimble-Batjer in January. She is new to San Angelo but ready to put down roots with the company to grow and further her career. In her free time, Laurie likes to run, work on personal development, and spend time with family and friends.
Star Stovall
Commercial Lines Account Manager
Star began her insurance career in 1975, specializing in Personal Lines Insurance with State Farm. In 1980, she transitioned to Commercial Lines Insurance, where she has excelled as a commercial lines account manager ever since.
Outside of work, Star is passionate about the outdoors, particularly enjoying time spent working in her yard. Her husband, Phillip, manages the farm acreage surrounding their home and tends to the livestock in the nearby pastures. Together, they share a love for college and professional football, rodeos, roping events, and playing dominoes with friends. They cherish any opportunity to enjoy the company of friends, whether at events or during travels.
Star and Phillip have also dedicated over 30 years to volunteering on the Livestock "Steer" Committee for the San Angelo Rodeo and Stock Show Association, reflecting their deep commitment to their community.
Jeannie Thompson
Accounting Manager
Jeannie has worked for TBIA since 2010 in accounting. Before she started working at TBIA, Jeannie worked for San Angelo Standard Times for 31 years. She enjoys working in her yard, sewing, crafting and spending time with her family. She graduated from Lake View High school and attended Angelo State University.

Legal Alert: Enforcement of the HIPAA Reproductive Health Care Privacy Rule Vacated Nationwide
On June 18, 2025, a federal district court in Texas vacated a significant portion of the HIPAA Privacy Rule to Support Reproductive Health Care Privacy (“Final Rule”), which was implemented on April 24, 2024, on a nationwide basis. The Final Rule, which was implemented in response to the U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization (effectively overturning Roe v. Wade), was intended to protect the ability of individuals to receive reproductive health care when the care is provided lawfully under the circumstances without risk of an individual’s identity or health information being disclosed for purposes of state criminal, civil or administrative investigations (or for imposing liability related to lawfully providing or obtaining reproductive healthcare).
